A number of posters here have been making reference to CAS agencies having quotas and such. You are correct that CAS agencies do not have quotas, however I think this can be better addressed by asking this question of you.
True or False, CAS Agencies in Ontario receive a significant portion of their funding from the Provincial Government?
True or False, The amount of funding is determined largely on a "PER ACTIVE CASE BASIS" i.e the more files open the more funding alloted to the agency?

Thank you so much for clarifying it up. That's what I meant. LOL I think I am thinking too much of a Business person rather than their own terms. Definitions could mean many things.

Other than people/corporations who donate money to CAS, doesn't ALL of the funding come from the Ontario Gov't?

I've been told that funding is based solely on how many cases are open - period.
As a little side note, I was ordered by the judge to go to a parenting class. CAS recommended "Caring Dads". I called up to "interview" them. The intake worker at Caring Dads informed me that their agency receives $850 from CAS for each person who enrolls.
Obviously, in turn, CAS would get compensation from the government.
By the way, I chose an agency that is independent of CAS.

Kind of like Better Beginnings they do parenting classes, you can't go if your kids aren't with you, yet the cas supervisors sit on their board. I think they are paid by the CAS as well to say parents like me can't go to their groups, that way they won't give the kids back.

The Salvation Army offers Parenting Classes. Another good resource is your local pregnancy health care centre. Some offer a good one on one program that is much better and more effective than the group setting. Too many of these programs are tailored to parents with newborns and not those with toddlers or school aged children.

It is my personal policy to NOT get involved with any agency that is in any way connected to CAS. And in my humble opinion, based on my experience where I didn't follow that policy, it's a damn good one.

That's how I felt. I don't want to do any services that is associated with CAS. I went and got private services somewhere else. But they do share information with each other. (like she is taking counselling regularly and all that but confidential information should remain confidential.) I feel that I don't trust CAS and I think they somehow got confidential information, maybe through the consent forms that you signed. For example, they want me to do counselling at CAS office. I went to get private counselling through Deaf Agency instead because that is where they offer Interpreter services...it is better for me.
My friends who were persceuted by CAS, they had mentioned to me that CAS knew about stuff that went on in their counselling sessions.
CSFA has something about third party providers and confidentality. If you sign consent forms, they will know everything what goes on in the counselling sessions, even the confidential info. But I feel sometimes that is not the case.
Sometimes I think that these Workers don't really follow the rules, policies and standards even the CFSA. They don't follow it. That's why we have the manuals to MAKE THEM FOLLOW IT.
Some friend suggested that it would be wise to write a letter to them, to state their violations to the rules or the law. For example, if they broke confidentiality clause, make sure you quote CFSA in the letter and # number. So they will get the message. Hold them accountable for breaking the law. carbon copy to her supervisor and director so that would leave the paper trail. If they did not get consent forms signed, and they still broke the law, you can file a complaint with the CAS committee review or an Appeal Administrative Review. They will review to find out if the Worker has indeed broke the law.
